Seeking to positively identify a James "COLWELL" (CALDWELL?) who is mentioned in a 1799 court document.

In April 1799, a man named James COLWELL of (what was then) Hamilton County, Ohio granted power of attorney for his affairs in Washington County, PA to Archibald HOOD of Washington County, PA. Judging from what I've found in trying to learn who this COLWELL is, I think that is the same man as James CALDWELL (1770-1838), who served as president of the Merchant and Mechanics Bank in Wheeling and was elected to the Ohio legislature and later represented Ohio in the US House of Representatives. The only snag that I've hit that makes me doubt that James COLWELL and James CALDWELL are the same man is that the biographical information that I've found on James CALDWELL (1770-1838) states that he moved from Washington County, PA to St. Clairsville, Ohio in 1799. St. Clairsville was never within the jurisdiction of Hamilton County, Ohio, and none of CALDWELL's biographical information ever makes mention of him being in Hamilton County, Ohio. Can anyone tell me if COLWELL and CALDWELL are the same man, or two different men?

Here's one more, small clue that I have. When this James COLWELL granted power of attorney status to Archibald HOOD, COLWELL states that he earlier (i.e., before April 1799) had purchased a 300-acre tract of land in Washington County, PA from Thomas STOKELY.

SO... can anyone help me confirm or deny that James COLWELL of Hamilton County, OH, who granted power of attorney to Archibald HOOD, is the same man as James CALDWELL (1770-1838)??

[FYI: Archibald HOOD is my 5th great-grandfather]
